Power Steering

The power steering on my R33 seems to work intermitantly. It doesnt turn on and off whilst driving, but seems not to come on after engine is restarted. Thought I was imagining it at first but its definitely playing up. Fluid level seems OK... Could this be to do with the HICAS, and how can I find out if mine is still enabled?

Also, can anyone tell me if both wing mirrors should fold in and out on the dash button as only my o/s does. I have to fold the nearside manually - but both fold out again on the dash button. Abit annoying really.

Does the steering get heavy/light? Mine did this so i disabled the hicas by removing the fuse,but every now & again the power steering gets heavy If you turn the ignition off,it seems to reset itself!! It only does it very occasionaly,so i live with it(very strange)!!Both mirrors should retract(well they do on mine).

It can be heavy after i restart it after its stalled on me - which it doesnt do everyday. It doesnt go from light to heavy when driving though.
