Lets face it speeding in a 30 at those speeds is plain idiotic. If it was an open road with no people about then you let rip.
And yeah, buy common, the guy on the moped was caught because of his jacket as well.

you allways see bikers driving dangrously in built up areas, Me and my mate where behind a biker and a learner driver was in front, the biker undertook the learner driver and nearly clipped the grass just to get infront of the learner driver, idiot.

That same camera has nearly caught me out a couple of times being as its 2 lanes each way going over the bridge. But having said that, the biker was going a fair bit faster than I went.
